Delhi drowns in rush-hour downpour, roads flooded

It was a morning of mayhem in the capital on Wednesday as the year’s heaviest rain spell left arterial roads clogged with water, several feet deep at many places, resulting in massive rush-hour jams that yet again exposed the authorities’ lack of monsoon preparedness.
