Here’s Why CM Arvind Kejriwal’s Desperate Demand for Making Sanjiv Chaturvedi as His OSD will Not Be Fulfilled

Days after the Central Government refused Delhi Chief Minister Arvind Kejriwal’s request to depute Indian Foreign Service (IFS) Officer Sanjiv Chaturvedi as his Officer on Special Duty (OSD), the former has now written a letter to Prime Minister Narendra Modi urging him to reconsider the decision.
 
The Appointments Committee of Cabinet (ACC) had recently declined the proposal for inter-cadre deputation of Chaturvedi from Uttarakhand to the Government of National Capital Territory of Delhi, saying he had not completed the mandatory cooling-off period of three years.
 
But Kejriwal is pressing for deputing of Chaturvedi as his OSD by saying that the central government was not properly utilising the services of the officer.
 
"The officer is known for integrity and efficiency. However, it is unfortunate that his services were never utilised properly by the central as well as state government. Delhi government needs his services for the welfare of the people," he said in his letter.

• Sanjiv Chaturvedi was on central deputation under CSS as Deputy Secretary, AIIMS for four years w.e.f. 29.6.2012 up to 28.6.2016.
 
• Sanjiv Chaturvedi’s (IFS UT: 2002) original cadre was Haryana.  He had requested for inter-cadre transfer from Haryana to Uttarakhand on grounds of extreme hardship in October, 2013.
 
• In August, 2015, Appointments Committee of Cabinet approved the inter-cadre transfer of Sanjiv Chaturvedi from Haryana to Uttarakhand in relaxation of policy.  It is one of the rarest of rare cases of inter-cadre transfer.
 
• Chaturvedi has made a request for inter-cadre deputation to GNCTD.
 
• The inter-cadre deputation of Sanjiv Chaturvedi from Uttarakhand to Delhi is not permissible, at this stage, under Rule 6(1) of IFS (Cadre) Rules.  The Rule requires an officer to complete the mandatory cooling off in his cadre between two stints of deputation. Chaturvedi, on completion of his central deputation on 28.6.2016, has to do the mandatory cooling off period of three years in his cadre, before he is eligible for inter-cadre deputation to Delhi.
